Abstract


The government has set up procedures for Procurement Consultants in regulation 54 of 2010 on the Procurement of Goods / Services, outlined in detail about the selection methods used for the selection of Service Providers Consultants. However, there is no special system that can support the evaluation process Selection Consultant Services to be more understandable and clear, and adopted Perpres. 54 of 2010 and can be combined with the Document Selection in a clear and comprehensive course will be useful derivatives regulation.

Fuzzy AHP and TOPSIS can be used together for a complex decision-making. However, giving a crisp value can sometimes create confusion and inconsistency when giving values for each criterion. The research was designed to help choose the proposal consulting services company in the bidding process in the Government that meet all the criteria established using Fuzzy AHP and Fuzzy TOPSIS.

In this research, has constructed a decision support system for selecting consulting firms using Fuzzy AHP and Fuzzy TOPSIS. Fuzzy AHP method is used to determine the weight of each criterion based on the comparison between each existing criteria using Triangular fuzzy numbers, while the Fuzzy TOPSIS method is used to rank the alternative consulting firm based weights resulting from the method of Fuzzy AHP and assessment of each criterion of each alternative are represented by the consulting firm Triangular Fuzzy numbers.
